Job Description
We are seeking an experienced Senior IT Project Manager / Program Manager to lead large-scale, complex IT and business transformation initiatives in a structured enterprise environment. The ideal candidate will have a strong background in project management methodologies, stakeholder management, governance, risk management, financial planning, and enterprise technology implementations.
The successful candidate will work closely with executive leadership, business stakeholders, technical teams, vendors, and cross-functional project teams to plan, execute, monitor, and deliver complex projects on time, within budget, and in accordance with organizational policies and governance standards.
Key Responsibilities
- Lead and manage large-scale, complex IT, technology, and business transformation projects from initiation through implementation and closure.
- Develop and maintain comprehensive project plans, schedules, milestones, budgets, resource plans, and delivery roadmaps.
- Apply project management methodologies including PMI/PMBOK, Agile, Hybrid, or similar structured approaches.
- Manage multiple stakeholders across technical, business, executive, vendor, and operational teams.
- Establish project governance, roles, responsibilities, communication plans, and reporting structures.
- Identify, assess, track, and mitigate project risks and dependencies.
- Manage issues, action items, decisions, assumptions, and escalation processes.
- Establish and maintain formal change control processes to manage scope, schedule, budget, and resource changes.
- Monitor project performance against approved plans, budgets, schedules, milestones, and deliverables.
- Prepare executive-level status reports, dashboards, presentations, and project updates.
- Ensure projects comply with organizational governance, policies, procedures, procurement requirements, and applicable regulatory standards.
- Coordinate with procurement, finance, legal, vendors, and business stakeholders throughout the project lifecycle.
- Manage project documentation, requirements, deliverables, approvals, and project records.
- Use project management tools such as MS Project, Smartsheet, Jira, or similar platforms.
- Facilitate project meetings, steering committee meetings, status reviews, and stakeholder discussions.
- Provide leadership, direction, and coordination to cross-functional project teams.
- Identify opportunities for process improvement and implement effective project management best practices.
Required Qualifications
- 8+ years of experience managing large-scale, complex IT or business transformation projects in a structured enterprise environment.
- Strong knowledge and practical experience with project management methodologies, including:
- PMI / PMBOK
- Agile
- Hybrid project management
- Proven experience developing and maintaining:
- Project schedules
- Budgets
- Resource plans
- Project roadmaps
- Demonstrated ability to manage multiple stakeholders across technical, business, executive, and vendor organizations.
- Strong experience with:
- Risk management
- Issue tracking
- Dependency management
- Change control
- Project governance
- Excellent written and verbal communication skills, including experience preparing executive-level reports and presentations.
- Experience using project management tools such as Microsoft Project, Smartsheet, Jira, or similar platforms.
- Ability to ensure compliance with organizational governance, policies, procedures, procurement requirements, and project controls.
- Strong leadership, analytical, organizational, negotiation, and problem-solving skills.
Preferred Qualifications
- Experience working in public sector or state government environments.
- Experience supporting public safety, law enforcement, or other government agencies.
- Experience managing projects under state procurement frameworks such as FAST, DIR, or similar contracts.
- PMP (Project Management Professional) certification or equivalent project management certification.
- Experience managing:

- Enterprise software implementations
- Experience managing vendor contracts, procurement activities, and third-party implementation partners.
