We are seeking a highly experienced Senior Business Analyst to perform complex, senior-level business analysis in an Agile environment. This role requires strong expertise in Agile methodologies, business process analysis, system automation, and stakeholder collaboration. The ideal candidate will work with minimal supervision, exercise independent judgment, and serve as a key liaison between business units, technical teams, and external vendors to deliver high-quality system solutions.

Key Responsibilities

• Perform senior-level business analysis activities supporting enterprise applications and automated systems.

• Work as part of an Agile team, leading and participating in all Agile ceremonies including sprint planning, refinement sessions, stand-ups, reviews, and retrospectives.

• Create and maintain user stories, acceptance criteria, process flows, and functional documentation.

• Analyze program policies, procedures, and regulations to determine their impact on automated systems and system functionality.

• Identify opportunities to improve business processes through automation and assist in developing proposals for new or enhanced systems.

• Consult on application analysis, troubleshoot system issues, and support implementation of effective solutions.

• Coordinate with internal teams, external vendors, and contractors to manage service requests and project deliverables.

• Provide quality assurance consultation and oversight for projects, special initiatives, and system enhancements.

• Review complex project deliverables such as project charters, design documents, test plans, and risk assessments, providing detailed feedback and recommendations.

• Develop, review, and maintain test cases; manage change requests and validate system enhancements.

• Create training materials and conduct formal training sessions for assigned system modules.

• Ensure solutions align with business objectives, technical standards, and organizational policies.

Required Qualifications

• 8+ years of experience performing senior-level business analysis.

• 8+ years of experience working in Agile environments, including user story creation and leading refinement and sprint planning sessions.

• Strong experience using Agile project management tools such as Azure DevOps, Jira, or similar.

• Proven ability to work independently with limited supervision and exercise sound judgment.

• Strong analytical, problem-solving, and decision-making skills.

• Excellent verbal, written, and presentation communication skills.

• Demonstrated experience coordinating with vendors, contractors, and cross-functional teams.

• Experience providing QA oversight, reviewing technical documentation, and supporting system testing activities.

Preferred Qualifications

• Prior experience working with Texas Department of Agriculture (TDA) systems or similar government systems.
