Job Description
- Act as a liaison for the Commonwealth’s two main annual financial reports, the SBFR and the ACFR as well as any other assigned mandated reporting.
- Support various teams by conducting timely financial analysis, posting adjustments and expenditure correction, providing audit workpapers by the required due dates.
- Demonstrate a deep understanding of the critical issues/business drivers and opportunities within all areas of the secretariat.
- Use the Commonwealth’s data warehouse (CIW), Microsoft Access and Excel and other such tools to create ad hoc and/or Comptroller’s prescribed statutory and GAAP reports in accordance with the statutory basis of accounting and GAAP standards.
- Work with team members in developing, testing, and troubleshooting accounting analytics and data review.
- Recommend new and improved procedures, practices, and policies to the internal control plan to meet departments’ report requirements and program objectives.
- Assist state and/or independent auditors, government officials and other parties in utilizing available reports to meet their data needs and requirements.
- Work and complete special projects by required due date that occur from time to time either from outside requests.
- Working with team’s leadership and colleagues, participate in the team’s cross training, knowledge transfer, disaster recovery, risk assessment and internal control review initiatives and objectives.
- Engage in other assignments on an as needed basis.
QUALIFICATIONS REQUIRED AT HIRE (List knowledge, skills, abilities)
This position requires a motivated self-starter with knowledge, skills, capabilities, and attributes that include:
- Thorough knowledge of Governmental Accounting, GAAP and/or strong accounting background.
- Ability to accurately and timely research, review and/or compile data for audit and/or compliance purposes.
- Proven ability to solve complex financial reporting and data issues on a timely basis.
- Excellent oral and written communication skills and demonstrated ability to communicate effectively, make presentations to members of Leadership, and/or prepare reports for management control purposes.
- Ability to read, interpret, and apply rules, regulations and legislation affecting Comptroller and SFR functions and activities.
- Ability to write concisely to express thoughts clearly, and to develop ideas in a logical sequence.
- Ability to gather information by examining records and documents, and by asking questions, as appropriate and necessary.
- Ability to assemble items of information in accordance with established procedures.
- Solid and experienced user of Microsoft Office Suite of tools including Word, Excel, PowerPoint, Outlook, and related software.
- Demonstrated strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
- Ability to work independently to accomplish tasks and ability to work with other team members in a dynamic work environment.
- Ability to work with multiple and changing priorities.
- Superior time management.
- Ability to keep in mind unresolved matters, work to resolve them, and/or recall them when follow-up information comes in or to follow-up when no response is received from initial inquiry.

Preferred Qualifications
- CPA certification or will have completed sections of the CPA Exam and be working toward completion.
- Demonstrated experience in governmental financial reporting with an emphasis on data modeling, accounting, or auditing, with exposure to the State accounting system, MMARS, or a similar enterprise system preferred.
